Gabriel DIMA (male) received his M.Sc. Degree in Microelectronics from University Politehnica of Bucharest (UPB), Romania in 1989 and his Ph.D. Degree in 1996. He is presently with the Department of Electronics, Telecommunications and Information Technologies where he is currently professor.
His research fields of interest are: simulation of semiconductor processes, devices and circuits, IC design, advanced learning methodologies based on adaptive hypermedia and intelligent tutoring systems, pervasive computing, observation of education systems, policies and innovation, ICT for Development issues, responsible research and innovation, sustainable development and university social responsibility benchmarking and implementation strategies. He has deep knowledge of European E&T systems and problematics.
Between 2008 and 2015 he was the director of the Institutional Development Projects Center (CEMPDI) of University Politehnica of Bucharest aimed at managing the university institutional projects funded under the European Social Fund and Regional Development Fund.
In 2003 setup and lead until 2007 the Association TEHNE – Center for Innovation and Development in Education (http://www.tehne.ro), a non-profit organization, aiming to support educational initiatives through projects and programs covering areas of formal & non-formal education, eLearning, E&T policies and innovation, education on human rights and active citizenship, career and guidance for pupils and young people, lifelong learning, teacher training etc.
In 2008 he setup and lead the Innovate4Future – Center for Advanced Educational Solutions (http://www.innovate4future.eu) a R&D private center focus on innovation and upgrade of the education systems through the application of advanced technologies and the significance of the new learning paradigms in the emerging knowledge society.
In 2011 he setup and lead the UPB AlcueUnit with the mission to serve as a hub for academic cooperation with HEI from Latin America and the Caribben and EU through building up a durable cooperation infrastructure, in Higher Education between the two regions.
He served as Head of the UNESCO Institute for Information Technologies in Education (IITE), Romanian focal point between 2004-2007 and Co-Founder and Chair of Education Chapter, IEEE Romania Section (Institute of Electrical and Electronics Engineers) between 2003-2014. He also serves as a consultant/expert of the Romanian Ministry of Education & Research, British Council and the World Bank – Bucharest Office.
He has more than 15 years of experience in European and international cooperation in the field of education and training (from school education to lifelong learning to informal learning, to higher education, with specialization on eLearning quality, eLearning observation, Lifelong learning policies analysis, etc.) and of information society development.
He has extensive experience with European Commission programmes (eLearning, Leonardo, Socrates, Erasmus, FP6 and FP7, EuropeAid Programmes) and mechanisms being involved in more than 40 EU funded research and E&T projects. Good knowledge of transversal issues related to EC research in the field of E&T (dissemination, sustainability, evaluation, etc.). Experience in project preparation, assessment, monitoring, management and reporting.
